PUBLIC OFFER AGREEMENT

This document is an official proposal (Public Offer) by SP Marat Ruslan (IIN: 811223350794, Kazakhstan), hereinafter referred to as the "Contractor," to enter into an agreement with any individual or legal entity (hereinafter referred to as the "User") that accepts the terms of this offer by placing an order or making a payment on the website ruslanmarat.com (hereinafter referred to as the "Website").
This Offer is governed by the laws of the Republic of Kazakhstan and is considered accepted from the moment the User completes the payment.
1. GENERAL PROVISIONS AND SUBJECT OF THE AGREEMENT
1.1. This Offer regulates the relationship between the Contractor and the User regarding the use of the Website and includes the following interaction formats:

Sale of proprietary physical goods and equipment from available stock.
Granting licenses for the use of the Contractor’s mobile software (applications).
Acceptance of voluntary fixed contributions to financially support the Contractor’s scientific and technical developments.

2. ORDERING AND PAYMENT PROCEDURES
2.1. The User shall place an order or transfer a contribution independently via the Website. The User is responsible for providing accurate contact and delivery information. 2.2. Payment is made online using secure payment gateways available on the Website. The agreement is considered concluded upon successful payment.
3. DELIVERY AND PRODUCT TERMS
3.1. The Contractor sells finished goods from stock. Pre-order systems are not applicable. 3.2. International logistics are provided by third-party courier and transportation companies. 3.3. The Contractor is not responsible for transportation delays caused by logistics providers.
4. DIGITAL PRODUCTS (SOFTWARE)
4.1. By purchasing the Contractor’s mobile software, the User receives a non-exclusive license for its use. The software is provided on an "As Is" basis. 4.2. The Contractor's mobile applications are distributed through independent distribution channels and the Contractor's web platforms. Refunds for activated digital licenses are not provided.
5. DEVELOPMENT SUPPORT (DONATIONS)
5.1. By making a fixed payment in the support sections of the Website, the User confirms that this contribution is a voluntary act of gratuitous sponsorship (patronage) of the Contractor's technological research. 5.2. This contribution does not constitute a purchase of equity, an investment, or a debt obligation of the Contractor. Funds directed toward development support are non-refundable.
6. LIABILITY AND DISPUTE RESOLUTION
6.1. The Contractor is not liable for incorrect information provided by the User during the ordering process. 6.2. All disputes shall be resolved through amicable negotiations via the Contractor’s official Email. In case a resolution cannot be reached, the dispute shall be settled in court in accordance with the legislation of the Republic of Kazakhstan.
7. PERSONAL DATA
7.1. The User consents to the processing of their data solely for the purpose of fulfilling obligations under this agreement (including the transfer of data to logistics services for delivery organization).

Continued use of the Website, placing an order, or making a payment constitutes full acceptance by the User of the terms of this Public Offer.
